Meta Ads ROAS dropped on Shopify

If your Meta ROAS has been sliding through 2026 while nothing else about your store has changed — same products, same creatives, same offers — you’re not imagining it. It’s happening across a large number of Shopify stores right now, and creative fatigue is rarely the real explanation.

In most cases, the problem sits underneath the ads, in the data Meta uses to run them. Meta’s delivery system spends against whoever it thinks is most likely to buy, based on the conversion signals it receives. When those signals are incomplete, the algorithm ends up optimizing toward guesses instead of evidence — and ROAS drifts down even though nothing on the surface has changed.

Three changes have compounded this in 2026: continued signal loss from iOS privacy settings, a January 2026 change to how Shopify shares pixel data with apps, and Meta’s removal of manual targeting exclusions. None of them look like an obvious “broken” state — tracking usually still looks fine at a glance. That’s what makes this worth checking properly, rather than troubleshooting creative first.

Why Meta ROAS Is Dropping in 2026

Three platform-level changes are compounding at the same time, and each one reduces the amount of reliable data Meta has to work with.

1. iOS privacy settings keep eroding browser tracking

This isn’t new, but it hasn’t gone away either. When shoppers opt out of tracking on iOS, browser-based Meta Pixel events for that visit become less reliable — some fire late, some fire without enough matching data attached, some don’t fire at all. Meta’s algorithm relies on a feedback loop of confirmed purchases to find more people who resemble your past buyers. A thinner feedback loop means campaign efficiency tends to slide along with it.

2. Shopify changed how pixels share data, starting January 2026

On January 13, 2026, Shopify changed the default data-sharing setting for app-based pixels — the pixels installed through marketing apps, as opposed to custom code — from “Always on” to “Optimized.” Under “Optimized,” Shopify monitors whether a pixel appears to be contributing to attributed results, and can quietly restrict its data flow if it doesn’t detect enough signal, with no notification when this happens.

For merchants who haven’t checked this setting, the practical risk is a slow, unexplained decline in event volume that looks like a targeting problem but is actually a data-sharing setting sitting on “Optimized” in the background. Custom pixels and server-side integrations such as Conversions API are not affected.

3. Meta removed manual targeting exclusions

Meta pulled detailed targeting exclusions from Ads Manager in March 2025, then extended the change to boosted posts and consolidated many interest categories later that year, with legacy ad sets losing support entirely by mid-January 2026.

In practice, campaigns now lean more heavily on Meta’s own machine-learning targeting than on manual audience rules — and machine-learning targeting is only as good as the conversion data feeding it. Weaker data plus more automated targeting is a combination that tends to show up as rising CPMs and falling ROAS at the same time.

The Real Culprit: Broken Tracking Pipelines

Put these three changes together and the common thread is data completeness, not creative quality. Most Shopify merchants underestimate how much conversion data never reaches Meta in the first place. Browser-based tracking alone is exposed to iOS restrictions, ad blockers, cookie consent settings, and ordinary script failures — any of which can quietly drop an event before Meta ever records it.

This is the gap Meta’s Conversions API (CAPI) is built to close. Instead of relying only on a browser to report an event, CAPI sends the same conversion data directly from your server to Meta, so a purchase can still be recorded even when the browser-side pixel is blocked or delayed.

Traditional Meta Pixel tracking relies heavily on the browser. However, browsers are now one of the least reliable environments for attribution.

The effect is measurable. In one documented case, an agency’s server-side tracking rollout recovered 15–30% more complete purchase data in Meta Events Manager for clients who had previously been running on browser tracking alone. Results vary by store, but the direction holds consistently across the reporting available: the data gap is real, and CAPI is what closes it.

Meta also doesn’t just count how many events arrive — it scores how confidently it can match each one to a real account. Meta calls this Event Match Quality (EMQ), rated from 0 to 10 based on the customer information sent with each server event. A low score means fewer of your conversions are being matched to actual accounts, which weakens both attribution and optimization even when the events themselves are technically firing.

Step-by-Step Fix for Shopify Stores

Fixing Meta ROAS in 2026 starts with fixing the tracking pipeline behind it, not the campaigns themselves. This is the order that tends to work.

Step 1 — Audit your current pixel setup

Before adding anything new, check what’s already firing. Inside Meta Events Manager’s Test Events tool, look for duplicate Purchase events, missing AddToCart or InitiateCheckout events, and any deduplication warnings. A messy existing setup will undermine even a well-implemented CAPI connection, so it’s worth clearing up first.

Step 2 — Check your Shopify Customer Events settings

In your Shopify admin, go to Settings, then Customer events, then the App pixels tab, and check the Data column for each installed pixel. If it reads “Optimized,” Shopify may be throttling that pixel’s data flow without any alert. Switching it to “Always on” restores consistent firing — it doesn’t send Shopify any new data, it simply stops Shopify from quietly limiting what was already there.

Step 3 — Implement Meta Conversions API

With browser-side events stable, add server-side tracking through Meta’s Conversions API. This lets purchase and other key events reach Meta even when the browser-side pixel is blocked, delayed, or missing, particularly on iOS and Safari. Make sure deduplication — a shared event ID between the browser and server versions of the same event — is configured correctly, so a single purchase isn’t counted twice.

Step 4 — Validate your Event Match Quality score

Once CAPI is live, check the EMQ score inside Meta Events Manager. Strong scores generally depend on sending hashed email and phone data, external IDs, and consistent IP and user-agent information with each event. If EMQ stays low even after CAPI is connected, the customer data being sent is usually the issue, not the connection itself.

Step 5 — Consider managing both sides from one place

A lot of the duplicate-event and deduplication problems above come from running Pixel and CAPI as two separate, manually maintained systems. During that window, it’s more useful to watch Event Match Quality, cost per purchase, and purchase volume than to react to day-to-day ROAS swings. Try to avoid large campaign changes while Meta is still relearning — that’s usually what turns a short recovery into a longer one.

Final Thoughts

None of the three changes behind 2026’s ROAS declines — iOS tracking loss, Shopify’s pixel data setting, or Meta’s targeting changes — are things a Shopify merchant can undo. What is fixable is how much of your conversion data actually reaches Meta, and how confidently Meta can match it to real buyers. That’s a tracking fix, not a creative one, and it’s usually the faster problem to solve.
